The printer software is configured to waste ink thereby increasing sales. The printer keeps printing a test page - wasting a lot of ink. I only want to print black and white: the test page process also wants to see color, No published way to eliminate the test page. The steal goes on.

And of course, the ink they send you is a fraction of the amount you would get if you signed for their (incredibly flawed) ink program.

I wanted an ink cartidge 63 for an Envy 4516. This says for Envy 4520. Will this fit the 4516?

It will work with the ENVY 4500 series line which does include the ENVY 4516 as well as the 4520. Some models may not show up on the box or list depending on region, but this is the correct cartridge for that unit.
